Bismarck, Mo. (KFMO) - Officers with the Bismarck Police Department arrested two individuals on May 29, 2025, following an investigation into an illegal burn in the 700 block of Ada Street.
Authorities say officers were on patrol when they noticed the unauthorized fire and made contact with two subjects at the scene. Both were taken into custody and transported to the St. Francois County Jail. One of those arrested was identified as Adam J. Howard, a Tier 3 Sex Offender.
While at the jail, officers worked with the St. Francois County Sex Offender Registry Administrator and discovered that Howard was not in compliance with his sex offender registry requirements. He was placed on a 24-hour hold, and the case was forwarded to the St. Francois County Prosecuting Attorney's Office for review. A warrant was issued the next day by the St. Francois County Courts for Failure to Register as a Sex Offender – Felony, and Howard’s bond was set at $20,000.
The name of the other individual arrested has not been released.
